Project manager and lead planner for a Transportation System Plan implementation program in Grants Pass, Oregon. Created strategy for funding, and implementing ordinances for financing transportation improvements. Reviewed development code for compliance with the State Transportation Planning Rule and City/County Transportation System Plan, wrote technical background reports, drafted development code amendments, researched financial techniques used in other cities, and drafted ordinances adopting three new financial tools – a street utility fee, a local gas tax, and a System Development Fee. Also prepared new residential street design standards, which were subsequently adopted into the Development Code.

Annexations to Tualatin Park and Recreation District (THPRD)
Completed annexation applications for five rounds of annexation of public and private parcels into the THPRD service boundary, including posting notices, preparing maps, having legal descriptions prepared, getting maps and petitions certified, and attending public hearings. The largest round was the 2007 project, which included 47 privately owned parcels and 32 publicly owned parcels.
Metro Parks and Open Space Refinement Program
Conducted stakeholder interviews, provided mapping services, and completed summary reports on the viability of purchasing land in the Gresham, Happy Valley and Damascus areas for parks and open space, as part of Metro’s voter-approved natural areas bond measure. (Metro is the regional government located in Portland, Oregon).
Downtown Community Plan Implementation
Project manager for the implementation of an adopted Downtown Community Plan in Oregon City, Oregon. Prepared an assessment of comprehensive plan and zoning code amendments needed to implement the City’s Downtown Plan (a regional center that includes a large potential employment area near the End of the Oregon Trail facility) and a strategy for approaching the issues. Worked with staff to draft proposed Comprehensive Plan and Zoning Code language and related maps. Created three new mixed-use zones, including a “mixed-use employment” zone, which were added to the Zoning Ordinance.
Comprehensive Plan Update
Part of a team retained to help the City of Oregon City, Oregon update its Comprehensive Plan. Work involved conducting research, writing technical reports, and preparing the “Commerce and Industry” and “Urbanization” elements of the Comprehensive Plan, which included writing draft policies and strategies. The work led to, among other things, an expansion of the Urban Growth Boundary around Oregon City, bringing in 453 acres of additional land for employment growth.
Merlo Station Area Plan
Project manager and lead planner for a land use and transportation plan for a 48-acre area within the City of Beaverton, Oregon that included the creation of a Community Plan and new zoning regulations related to light rail transit in an employment area. Conducted background research on regulatory approaches, compared city and county zoning provisions, wrote three technical reports, interviewed stakeholders, drafted Comprehensive Plan and Development Code amendments, and participated in stakeholder and Planning Commission workshops.
Various School Project, Tigard-Tualatin School District
Prepared Conditional Use Permit applications for three new elementary schools, and major upgrades/expansions for one elementary school, one middle school and one high school, all within the City of Tigard, Oregon. Also prepared related applications, including Site Development Review and Variances. The projects included setting up neighborhood meetings, preparing materials for and testifying at hearings, and coordinating the multiple firms involved in the process.
Various School Projects, Hillsboro School District
Prepared Conditional Use applications for two new elementary schools, one in the City of Cornelius and the other in the City of Hillsboro, Oregon. Also prepared severak related applications, including annexation of the property to the Metro district, the Clean Water Services district, and the City of Hillsboro; and preparing applications for a Comprehensive Plan Amendment, a Zone Change, Conditional Use Permit, and Development Review. The projects included setting up and managing neighborhood meetings, preparing materials for and testifying at hearings, and coordinating the multiple professional services firms involved in the process.

Prepared Community Service applications for one new elementary school, one upgraded middle school, and one high school in Milwaukie, Oregon. The applications included related applications for Variances, Adjustments, Exceptions, Historic Resource Demolition, and Transportation Review. The projects included setting up neighborhood meetings, preparing materials for and attending hearings, and coordinating the multiple firms involved in the process.
Townhome Development Subdivision and Design Review
Prepared applications for design review, subdivision and tree preservation plan for a 115-unit townhome development in the City of Beaverton, Oregon. Included managing the pre-application meeting, neighborhood meetings, and presenting testimony to the Planning Commission and Board of Design Review.
